Christopher Abrams
Vice President for Operations and Business Development

Prior to joining Fulbright, Mr. Christopher Abrams served as the Senior Development Advisor for Central Europe and the Baltics with USAID, where he oversaw regional efforts in media freedom, civil society, and energy security. During his tenure, he directed multimillion-dollar portfolios, including a $2.1 billion economic growth initiative in Ukraine and a $460 million environmental program in Vietnam, contributing to strategic partnerships, policy reform, and economic resilience in regions facing war, environmental challenges, and political instability.
Mr. Abrams brings with him over 27 years of experience, including 17 years with the U.S. Agency for International Development (USAID). Throughout his distinguished career, Mr. Abrams has led teams and managed complex programs across 14 countries, focusing on pressing global issues such as climate change, energy, private sector finance, agriculture, disabilities, infrastructure, and cybersecurity.
His career spans diverse fields, including education, environmental science, and private sector finance. His academic credentials include a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College, a Master of Science in Applied Economics from Illinois State University, and a Bachelor of Science in Sustainable Natural Resources Management from The Ohio State University.
Chris’ leadership and expertise have earned him numerous accolades, including the Medal of Merit from the Minister of National Defense of Vietnam, in recognition of his contributions to advancing the U.S.–Vietnam relationship. He has also been awarded the Medal of Cooperation from both the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Energy of Vietnam for his role in fostering collaboration and advancing development initiatives between the two countries.
Previously serving for over five years in Hanoi, Chris passionately believes that the world needs a strong, secure, and prosperous Vietnam. Its perspective, culture, history, and most importantly, its people, will be critical in addressing global challenges and crafting the future of human civilization. He is honored to be a member of the Fulbright University Vietnam team and endeavors to ensure that the students, faculty, and staff have the resources they need to support Vietnam’s continued success into the future.
