Dr. Vo Thanh Lam is a Senior Faculty member of the Fulbright School of Public Policy and Management, Fulbright University, Vietnam. He received Bachelor’s and Master’s Degrees in Law from Hanoi National University’s Law School, and holds a PhD in Law from Victoria University of Wellington in New Zealand. He joined the Fulbright School of Public Policy and Management in the Fall Semester 2021. He teaches Law and Public Policy, and Public Governance.

Prior to joining Fulbright, Dr. Lam had 28 years’ experience working in the ICT industry, 25 years of which were in the service of the Ministry of Information and Communications (MIC) including positions as Director General of the Legal Department and Director General of the Inspectorate Department. As such, his main roles were the provision of legal advice and the drafting of legal documents, as well as inspecting and monitoring compliance with legal documents in the ICT  industry.

His research interests are Enterprise and Competition Law, specific-industry regulations, legislative and institutional reform, legal frameworks for the enhancement of the digital economy and digital transformation of government institutions and enterprises, and alternative dispute resolution.

He is a member of the Hanoi International Arbitration Center and the Vietnam Lawyers Association (VLA).

Dr. Tran Anh Thong is a Research Fellow (Environmental Sustainability) at Fulbright School of Public Policy and Management, Fulbright University Vietnam. He is also an Honorary Lecturer at Fenner School of Environment and Society, College of Science, The Australian National University, where he obtained his Ph.D. in Human Ecology in 2017. His research agenda focuses on the interface between contested environment-development dynamics and sustainability in mainland Southeast Asia. He works on interdisciplinary areas of environmental governance with a particular focus on (transboundary) environmental commons, rural innovations, climate change adaptation, social learning, rural livelihoods, social and environmental justice, and institutional change. From January 2018 to May 2021, he was a Research Fellow at the Asia Research Institute, National University of Singapore.
Dr. Tran Anh Thong serves as an Associate Editor for Society and Natural Resources. He also serves on the Editorial Boards of (1) Journal of Flood Risk Management published by Wiley providing an international platform for knowledge sharing in all areas related to flood risk, and (2) International Journal of Water Resources Development by Taylor and Francis publishing developments in water management and policy-making for water resources.

Dr. Ha Quang Hung was the consultant for the World Bank Vietnam, Japan International Cooperation Agency (JICA) Vietnam, and British Ordnance Survey in Vietnam in projects in remote sensing applications for land use/land cover mapping, climate change, flood hazard monitoring and prevention, and survey.

Before joining Fulbright University Vietnam, Dr. Hung taught at the State University of New York at Fredonia and Indiana State University. Hung holds a doctoral degree from Indiana State University and a master’s degree from the University of Twente, faculty ITC (Netherlands). His main research themes include geographic information systems/remote sensing for environmental management, environmental hazards, water issues, and policy-making based on spatial analysis. Geospatial big data, R and Python programming, and Google Earth Engine are tools Hung is using to answer the questions related to environmental management and social development.

Hung serves as a consultant for the Ministry of Science and Technology of Vietnam, and the Ministry of Natural Resources and Environment of Vietnam in policy development and technological transfer.

Joining Fulbright University Vietnam, Hung is working on geospatial data analysis for policy development, environmental protection, and sustainable agriculture in the Mekong River Delta.

Thuy is a Postdoc Fellow at the Natural Capital Management Project (NCMP), Fulbright School of Public Policy and Management. Her broad interests include environmental, energy, and development economics. Motivated by an interest in informing public policy, her work focuses on analyzing and evaluating energy conservation policy, clean energy transition, climate impacts, and vulnerable population well-being. She is skilled in applied econometrics, data analytics, data visualization, and computational optimization model.

From 2013 to 2016, Thuy served as a full-time lecturer in Economics at Ho Chi Minh City Open University, where she developed course materials and taught Microeconomics and Public Economics. Besides, she was a teaching assistant at the Vietnam Fulbright Economics Teaching Program and the University of Hawaii at Manoa during the periods of 2012 – 2013 and 2016 – 2018. During those years, she had gained teaching experience in multiple courses, such as Microeconomics, Behavioral Economics, Mathematics for Economics, and Econometrics.

Before becoming an academic, Thuy worked at the Bank for Investment and Development of Vietnam (2008 – 2011) and at Saigon General Service Corporation Vietnam (2007 – 2008). Since then, she has developed her expertise in project appraisal and financial analysis.

Thuy holds a Master’s in Public Policy from the Fulbright Economics Teaching Program and a Ph.D. in Economics at the University of Hawaii at Manoa.

Dr Pham Van Dai received his PhD degree in economics and finance from Flinders Business School in Australia. During more than 10 years of doing economics and consultancy, his research centers around the growth strategy of nations, cities, and firms.

He was a key member of Viet Nam Economics and Policy Research Institute and led the research division. After that, he moved to industry and took some senior roles in Fortune 500 companies and international consulting firms.

Working at the intersection of academia, policy consulting, and industry practitioner, Dr Dai want to particiate into the process that close the gaps and misalignments between the assumptions used in policy- making processes and the real-life business activities.

He published in peer reviewed journal like Australia Economic Papers, Singapore Economics Reviews, Journal of Economics Studies, and contributed to editorial books on Viet Nam economy.

After graduated from the University of Economics and Finance Hochiminh City in 2012, Huan has 4 years working for Public Vietnam Joint Stock Commercial Bank, including a period being a member of the company’s Union Committee.

From 2016, having realized the potential of Vietnam’s expanding Education system and its demand of quality work force, along with the recognition of his passion, he enlisted to different English teaching organizations and remain engaged to the industry ever since.

He has experience in various positions related to administration and customer service and always looking to further develop his skills as well as help others to achieve their goals.

Do Ngoc Quynh Chi has been working in translation and interpreting for more than 10 years. She holds a Master’s Degree in TESOL from University of Social Sciences and Humanities, HCMC. Chi has been senior vendors for many localization companies offering language solutions in technology, marketing and economics finance.

Nguyen Thi Cam Tu joined Fulbright School of Public Policy and Management (belongs to Fulbright University Vietnam) from 2017. At FSPPM, she has been the Academic Assistant for MPP Program since Aug 2018. Ms. Tu received Master Degree in Professional Accounting from James Cook University, Singapore. She has academic background in human resources management and Australia accounting.

Nguyen Quy Tam is the Chief Interpreter and Alumni Relations Manager at Fulbright University Vietnam. In this capacity he oversees the translation and interpretation activities at the Fulbright School of Public Policy and Management and the Fulbright School Alumni Network. He also regularly interprets in the Master’s in Public Policy program courses and in executive education and policy dialogue initiatives.

As a teaching fellow, he facilitates focus sessions in Public ManagementDevelopment Policy, and Values Negotiation courses. He holds a MPA from Lee Kuan Yew School of Public Policy at the National University of Singapore and a BA in English from Hanoi’s University of Foreign Languages.
